Breeder Agreement & Standards

This is the current breeder agreement of record. It incorporates the former Breeder User Agreement, the Responsible Breeding & Animal Welfare Standards, and the Breeder Verification Agreement. Those documents remain available to read for reference.

This Breeder User Agreement ("Agreement") is entered into between PawPair HQ™ ("PawPair HQ," "we," "our," or "us") and the individual or entity registering as a breeder ("Breeder," "you," or "your"). This Agreement supplements the PawPair HQ Terms of Service and Privacy Policy. In the event of a conflict, the Terms of Service shall control unless expressly stated otherwise.

1. Purpose

PawPair HQ provides an online technology platform that allows breeders and prospective pet owners to connect, communicate, advertise available animals, locate breeding matches, and utilize platform tools. PawPair HQ is not a breeder, broker, animal dealer, kennel operator, cattery operator, veterinary provider, licensing agency, registry, or certifying organization. Breeders remain solely responsible for all breeding activities, business operations, animals, contracts, and legal compliance.

2. Eligibility

To register as a breeder, you must:

  • Be at least 18 years old.
  • Have legal authority to operate your breeding program.
  • Provide truthful and complete information.
  • Maintain a valid PawPair HQ account.
  • Agree to comply with this Agreement, the Terms of Service, Privacy Policy, Community Standards, and all required breeder standards and platform policies.

3. Accuracy of Information

You agree that all information submitted to PawPair HQ will be truthful, complete, and current. This includes, but is not limited to, business information, breeding program information, contact information, health records, registration claims, genetic or reproductive testing claims, if provided, vaccination records, licensing information, facility information, animal photographs, and pedigree information. You agree to promptly update any information that becomes inaccurate.

4. Verification

PawPair HQ may request documentation to verify information provided by breeders. Verification may include government-issued identification, business registration, licenses or permits, breed registry documentation, veterinary references, health testing documentation, genetic testing documentation, insurance documentation, and facility documentation.

Verification indicates only that certain information or documentation has been submitted and reviewed. Verification is not certification, accreditation, recommendation, endorsement, inspection, or a guarantee of quality, ethical practices, or animal health. PawPair HQ may approve, deny, suspend, or revoke verification status, or request additional documentation, when reasonably necessary to confirm identity, licensing, program claims, or compliance with platform requirements.

5. Breeder Responsibilities

Breeders are solely responsible for animal care, housing, nutrition, veterinary care, socialization, breeding decisions, health disclosures, buyer screening, adoption decisions, breeding match decisions, contracts, deposits, pricing, refunds, transportation arrangements, and compliance with applicable laws. PawPair HQ assumes no responsibility for breeder operations.

6. Listings

Breeders are responsible for maintaining accurate listings. Listings must accurately describe breed, species, sex, age, date of birth, registration status, vaccination status, health testing, genetic testing, availability, pricing, temperament, and photos. Listings may not contain misleading, deceptive, or fraudulent information.

7. Animal Welfare

Breeders agree to prioritize the health and welfare of every animal under their care and to comply with the PawPair HQ Breeder Practices & Community Standards. Breeders agree not to misrepresent an animal's health, conceal known medical conditions, falsify pedigree records, falsify genetic testing, breed animals prohibited by applicable law, participate in illegal animal sales, or engage in animal cruelty or neglect.

PawPair may also provide non-binding Program Health guidance regarding commonly recognized breeding and animal-care practices. Routine guidance is intended to support improvement and does not, by itself, result in account restriction.

8. Health Disclosures

Breeders agree to accurately disclose material health information known to them, including vaccinations, health examinations, inherited conditions, known illnesses or injuries, surgical history, medications, reproductive history, and any genetic or reproductive testing that has been performed or represented to users.

9. Recommended Breeder Practices

PawPair HQ encourages breeders to follow breed- and species-appropriate best practices, including health screening, genetic and reproductive testing where appropriate, reasonable recovery periods between litters, socialization, complete health records, and timely communication with families. These practices may contribute to Program Health guidance, educational recommendations, or recognition badges. Unless expressly identified elsewhere as a legal or platform requirement, recommended practices are not mandatory conditions of membership and do not automatically restrict platform access.

10. Buyer Communication

Breeders agree to communicate honestly and professionally with prospective buyers and breeding partners. Breeders shall not harass users, discriminate unlawfully, threaten users, solicit illegal payments, or engage in fraudulent conduct.

11. PawPair SafeMeet™

Participation in PawPair SafeMeet™ is voluntary. Breeders acknowledge that PawPair HQ does not supervise meetings, inspect meeting locations, provide security, verify meeting attendees beyond available platform verification, or guarantee participant behavior. Breeders assume all risks associated with in-person meetings.

12. Reviews

Breeders acknowledge that verified users may submit reviews based on legitimate interactions. PawPair HQ reserves the right to moderate, remove, or investigate reviews that violate platform policies. Breeders may respond to reviews in accordance with Community Standards.

13. Intellectual Property

Breeders retain ownership of content they upload. By uploading content, breeders grant PawPair HQ a non-exclusive, worldwide, royalty-free license to host, display, reproduce, and distribute such content solely for operating, promoting, and improving the Platform. Breeders represent they have permission to upload all submitted photographs, logos, videos, and documents.

14. Compliance with Laws

Breeders agree to comply with all applicable federal, state, provincial, and local laws, ordinances, animal welfare laws, consumer protection laws, licensing requirements, and tax obligations. PawPair HQ does not determine what laws apply to any breeder.

15. Annual Verification

Breeders understand that verification may require periodic renewal. Failure to maintain current verification may result in removal or expiration of verification badges and requests for updated documentation. Listing or account restrictions are reserved for required verification failures, fraud, material misrepresentation, legal noncompliance, or safety concerns.

16. Prohibited Conduct

Breeders may not:

  • Create multiple fraudulent accounts.
  • Impersonate another breeder.
  • Upload forged documents.
  • Misrepresent registration status or breeding history.
  • Sell animals illegally or breed animals in violation of applicable law.
  • Use stolen photographs, manipulate reviews, or circumvent platform safety features.
  • Attempt to evade account suspension.

17. Investigations

PawPair HQ may investigate reports involving fraud, animal welfare concerns, false documentation, duplicate accounts, misrepresentation, harassment, illegal conduct, or Community Standards violations. Breeders agree to cooperate with reasonable investigations. Failure to cooperate may result in account action.

Routine Program Health items or recommended-practice gaps are not, by themselves, grounds for a formal investigation.

18. Suspension and Termination

PawPair HQ may suspend, restrict, or terminate breeder accounts when we reasonably believe there is fraud, falsified documentation, unlawful activity, animal welfare concerns, user safety concerns, material misrepresentation, prohibited conduct, or a serious or repeated violation of this Agreement or Community Standards. Routine Program Health items, incomplete recommended documentation, or deviation from recommended best practices do not automatically result in suspension, restriction, or termination.

19. No Guarantee of Business

PawPair HQ does not guarantee sales, adoptions, breeding matches, leads, website traffic, revenue, search rankings, or customer inquiries. Platform visibility may vary based on user activity, search filters, and future premium features.

20. Limitation of Liability

To the fullest extent permitted by law, PawPair HQ shall not be liable for any losses arising from transactions, failed breeding attempts, pregnancy outcomes, animal illness or injury, veterinary expenses, customer disputes, fraud, chargebacks, transportation issues, contract disputes, user conduct, or platform interruptions. Breeders assume all risks associated with their breeding operations.

21. Indemnification

You agree to defend, indemnify, and hold harmless PawPair HQ, its owners, officers, employees, contractors, affiliates, and agents from any claims, liabilities, damages, losses, costs, or expenses arising from your breeding activities, animals, listings, contracts, transactions, violation of this Agreement, or violation of applicable law.

22. Changes to this Agreement

PawPair HQ may update this Agreement periodically. Material changes will become effective upon posting or as otherwise communicated. Continued participation as a breeder constitutes acceptance of the updated Agreement.

23. Governing Law

This Agreement shall be governed by the laws of the State of Arizona, without regard to its conflict-of-law principles. Any legal proceeding arising from this Agreement shall be brought exclusively in the state or federal courts located in Arizona.

24. Severability

If any provision of this Agreement is held unenforceable, the remaining provisions shall remain in full force and effect.

Breeder Acknowledgment

By selecting "I Agree," creating a breeder profile, submitting breeder verification documents, or using PawPair HQ as a breeder, you acknowledge that you have read and understand this Breeder User Agreement; agree to comply with all applicable laws and regulations; understand that PawPair HQ is a technology platform and is not a party to your breeding, adoption, or sales transactions; understand that verification does not constitute certification, endorsement, inspection, recommendation, or a guarantee by PawPair HQ; and agree to comply with required platform policies and acknowledge that PawPair may provide recommended breeder practices and Program Health guidance that are advisory unless expressly identified as required.


PawPair HQ is a technology and connection platform. PawPair HQ is not a breeder, seller, broker, veterinarian, transporter, trainer, genetic testing provider, or insurer. PawPair HQ does not guarantee breeders, users, animals, health, temperament, fertility, breeding outcomes, pregnancy, litter size, registration, pedigree, transactions, payments, or user behavior, and is not a party to any agreement or transaction between users. PawPair HQ does not provide veterinary, legal, genetic, financial, or professional advice.
